A SNAPSHOT OF HUMAN SERVICES IN ORANGE COUNTY <br />ADMINISTRATIVE ISSUES <br />During the fiscal year 1990/91, nonprofit agencies and <br />governmental departments spent $57 million to administer <br />and provide human services within Orange County: <br />Housing & Community <br />Development Programs ....................$ 6,089,916 <br />Nonprofit Agencies ... ....................$19,528,329 <br />orange County <br />Departmental Programs ...................$31,430,724* <br />* of the $31.4 million, approximately $10.1 million <br />represents the 1990/91 budgets of County departments. <br />The remainder represents federal or state programs <br />administered by County personnel and paid directly to <br />vendors and individual recipients in orange County. <br />These include $17.1 million in Medicaid benefits, $2.1 <br />million in food stamp benefits, $1.5 million in AFDC <br />benefits, and $488,430 in special Assistance, Adoption <br />subsidies, Energy Assistance, and Aid to the Blind. <br />The Task Force studied the income sources of the <br />nonprofit human service agencies that received local <br />support and learned that most agencies have healthy, <br />diversified sources of revenue: <br />Thirty -one agencies have budgets under $1 million /year. <br />33% of their funding came from client or membership fees; <br />22% from state /federal funding; <br />17% from the County, the towns, and the United Way; and <br />16% from contributions.. <br />12% came- from foundations, sales.,. investment, or other <br />income. <br />Six agencies have budgets over $1 million /year. <br />63% of their funding came from state /federal sources; <br />12% from client fees; <br />9% from contributions; and <br />4% from the County, the towns, and the United Way. <br />12% came from foundations, sales, investment, or other <br />income. <br />(Source: Research conducted by The Task Force for the <br />Future of Human Services) <br />17 <br />
