V. SPECIAL PRESENTATIONS -NONE <br />5 <br />VI. PUBLIC HEARING <br />A. PROPOSED 1992 -93 SECONDARY ROADS IMPROVEMENT PROGRAM <br />This public hearing was held to receive citizen comments on the <br />proposed North Carolina Department of Transportation (NCDOT) 1992 -93 <br />Secondary Road Improvement Program. <br />John Watkins, DOT Division Engineer, stated that the same priority <br />list has been used for four years. Next year there will be a new <br />Transportation Board and they will probably develop a new priority list. In <br />answer to a question Mr. Watkins stated that the County does not have the <br />authority to change the priority list. In Orange County there are still 171 <br />rural roads and 45 residential roads to be paved. DOT still hopes to pave <br />all roads by 2002. This depends on the economy. <br />The Public Hearing was open for public comment. <br />JOHN ARCHER who lives on Martin Road in Efland stated that there are <br />14 property owners who signed a petition to have the road paved. They are <br />now at priority 37 and would like to be moved up on the list. <br />Mr. Watkins explained that he did not know when they would pave Martin <br />Road. They have not received all the right -of -way authorizations for the <br />proposed list of roads for this year. <br />MELVIN WALTERS lives on Ebenezer Church Road. He stated that citizens <br />have tried for several years to get the road paved. He asked that they <br />remain a priority road and be paved this year. <br />Mr. Watkins stated that DOT works with the citizens and uses as much <br />flexibility as possible in getting the required right -of -way. <br />MR. WRENN stated that on Tuscarora Drive there is one property owner <br />who refuses to give the required right -of -way so the road has not been paved. <br />Mr. Watkins indicated that there are four property owners who will not <br />sign. They will continue trying to get the right -of -way. <br />Mr. Watkins introduced Joey Hopkins, the County Maintenance Engineer. <br />In answer to a question Mr. Watkins indicated that it is against the <br />law to place political signs on any road right -of -way. They remove these <br />signs first from the interstates, second they remove the signs for safety <br />reasons and third they remove these signs from other roads. <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to approve the proposed North Carolina Department of Transportation <br />(NCDOT) 1992 -93 Secondary Road Improvement Program as presented. <br />VOTE: UNANIMOUS <br />B. 1992 -97 CAPITAL IMPROVEMENT PLAN <br />John Link stated that on April 21st the Board of County <br />Commissioners held a public hearing on the 1992 -97 Capital Improvement Plan <br />(CIP). The Board held the public hearing open for additional comments. The <br />staff is available to answer questions. <br />
