Statement to the Orange County Commissioners <br />May 4, 1992 <br />As of May, 1992, the landfill search committee has worked for <br />two years as a public committee charged with the siting of the <br />next Orange County landfill. This public process has been both <br />deliberative and objective, based upon the information provided to <br />us by Joyce Engineering, a consulting firm hired by the Landfill <br />Owners Group. As the Hillsborough Township Representative to the <br />LSC and an Orange County resident, I am here tonight to appeal for <br />your assistance this process. I recognize that in the normal <br />course of events, your participation in the process is slated for <br />a later juncture, however, the process has gone awry. I am sure <br />that you are aware that Bryant Walker's written proxy was not <br />accepted at the last LSC meeting, and I'm sure you are aware that <br />because of the irregular manner communications regarding the proxy <br />were handled, a 6 -5 vote to drill all four potential landfill <br />sites rather than trim the list now stands. As one of the five <br />dissenter's, my voice alone to recall the vote, due to an <br />irregularity which threatens the integrity of the entire two year <br />process, is insufficient. I ask for your. attention to this <br />process, and for your voice, as a commission, calling for a recall <br />of that vote. I am most concerned that by doing nothing when we <br />know that an irregularity has occurred, we will have forfeited our <br />integrity. For the record, if the vote is recalled, that does not <br />mean that sites will automatically be trimmed from the list. That <br />will have to be debated by the full LSC. However, if we are given <br />that chance, perhaps only 3 sites will recieve a full geotechnical <br />investigation. The LSC was instructed by the LOG to recommend 2 -3 <br />sites for this very expensive procedure. If we are given another <br />opportunity to meet prior to drilling, perhaps we can save the LOG <br />and the county 20 or 30 thousand dollars. Recently, the <br />Commissioners reconsidered a vote regarding the disposal of UNC <br />ash - in large part due to the budget constraints of the LOG. As <br />my elected.representatives, I ask you to boldly involve yourselves <br />in the landfill search process at this point in order to ensure <br />that the unblemished integrity of the citizen search process is <br />maintained, and in the process, perhaps thousands of dollars can <br />saved and used for projects which are currently being funded from <br />the tipping fees associated with the disposal of UNC's ash. <br />Leigh A.
