11 <br />Residential on the Joint Planning Area Land Use <br />Plan. It is bordered on the east and south side by <br />Phase Two of Piney Mountain, a cluster subdivision, <br />and on the north by Duke Forest. Other adjacent <br />land is either residential or undeveloped. An <br />intermittent stream flows along the northern <br />boundary toward Piney Mountain Creek. <br />The total acreage of the tract is 34.03 acres. Six <br />new residential lots are proposed which average 5.3 <br />acres in size. The lots will be served by <br />individual wells and septic tanks. Lots 6 and 4 <br />will have easements on lots 1 and 5 respectively for <br />sewage disposal. The easement on lot 5 could be <br />made part of lot 4; however, the applicant wanted <br />the potential owner of lot 5 to have control over <br />that area since it is close to the home site on lot <br />5. <br />Access will be provided by an extension of Pine Cone <br />Lane, a public road in Piney Mountain. Staff has <br />not recommended a connection with Thomasina Road to <br />the west because of potential impact to previously <br />developed residential property between Red Wolf and <br />Mt. Sinai Road. Thomasina Road exists as a private <br />drive serving two or three residences which are <br />located in close proximity to the right -of -way, with <br />some accessory structures partially in the right -of- <br />way. Another stub -out at Twin Pines Lane to the <br />south was previously dedicated to Orange Count with <br />the approval of Piney Mountain to provide an <br />additional outlet when adjacent property develops. <br />The open space on the south side of Pine Cone Lane <br />will be divided between the Piney Mountain <br />Homeowners Association and North State Utilities to <br />1) provide a connection to the open space system in <br />Piney Mountain for the residents of Red Wolf, and 2) <br />add more usable area to the nitrification field used <br />in Piney Mountain Phase 2. <br />The Concept Plan for Red Wolf was approved with a <br />Public road on December 16, 1991. The only change <br />has been the septic easement for lot 4 which is on <br />lot 5. <br />The Planning Staff recommends approval of the <br />Preliminary Plan for Red Wolf at Piney Mountain with <br />a public road built to State standards and subject <br />to the conditions contained in the Resolution of <br />Approval.
