6 4 <br />2. A Certificate of Declaration and Maintenance in the form provided in Section <br />V -D -6-b of the Orange County Subdivision Regulations signed by the <br />landowner and developer shall be on the face of the plat and included in a <br />document describing development restrictions to be recorded concurrently with <br />the Final Plat. <br />3. The Department of Environmental Health shall certify that lots 1 and 5 contain <br />easements for each of the lots 4 and 6 of sufficient area for septic disposal and <br />repair and that all other residential lots contain sufficient area for septic tank <br />disposal and repair. <br />4. The North Carolina Department of Transportation shall certify that the <br />extension of Pine Cone Lane has been constructed to State standards or that <br />construction plans have been approved. <br />5.
