The tract is zoned <br />Rural Buffer and designated as Rural Residential on <br />the Joint Planning Area Land Use Plan. It is bordered <br />on the east and south sides by Phase Two of Piney <br />Mountain, a cluster subdivision, and on the north by <br />Duke Forest. Other adjacent land is either residential <br />or undeveloped. An intermittent stream flows along the <br />northern boundary toward Piney Mountain Creek. <br />The total acreage of the tract is 34.03 acres. Six new <br />residential lots are proposed which average 5.3 acres <br />in size. The lots will be served by individual wells <br />and septic tanks. Lots 6 and 4 will have easements on <br />lots 1 and 5 respectively for sewage disposal. The <br />easement on lot 5 could be made part of lot 4; <br />however, the applicant wanted the potential owner of <br />lot 5 to have control over that area since, it is <br />close to the home site on lot 5. <br />Access will be provided by an extension of Pine Cone <br />Lane, a public road in Piney Mountain. Staff has not <br />recommended a connection with Thomasina Road to the <br />west because of potential impact to previously <br />
