By signing the <br />certificate, the owner certifies that he or she is <br />the owner, that all easements, rights -of -way, and <br />common aces are duly granted for the purposes stated <br />on the plat, and that all improvements /common areas <br />will be maintained until taken over by a public <br />agency or homeowners association, etc. <br />The current language in Section V -D -6 -b of the <br />Subdivision Regulations for the certificate only <br />implies that the person signing is the owner of the <br />property. The proposed amendment will expressly <br />state the certification of ownership. <br />The Planning Staff recommends that the proposed <br />amendment to Section V -D -6 -b of the Subdivision <br />Regulations be presented at the May 26 public <br />hearing for citizen comment. <br />MOTION: Jobsis moved approval of the Planning Staff <br />recommendation. Status Report - Planning Board /EDC Work Group <br />Presentation by Marvin Collins. <br />Collins reviewed the Status Report included in <br />the agenda materials. A copy of the abstract <br />and updated material are attachments to these <br />minutes on pages . <br />Collins noted.that, initially, 18 sites were <br />selected for evaluation by the PB /EDC Work Group. <br />An additional site, a bank, has since been added <br />to the last of "service" establishments. Each <br />evaluation includes the preparation of a site <br />plan rendering showing the location of buildings <br />and landscaping, parking and loading areas, and <br />streets and access drives. <br />Related to the site analysis work, a spreadsheet <br />template was developed to calculate land use <br />intensity ratios for each site. The template was <br />designed to enable calculations for single or <br />multiple uses and is being expanded to permit <br />calculation of other impacts, including traffic, <br />solid waste, water consumption, sewage disposal, <br />54 <br />
