22 <br />issue. The commercial zoning classifications sought for the <br />subject property will bring these systems back into <br />conformity witriz this policy. This current policy also <br />creates a need to have larger commercial tracts which are <br />able to accomodate the principal building, principal use, and <br />accessory or associated uses on the property. <br />Further evidence of- changing conditions is found by existing <br />commercial uses in the general area which are beginning to <br />establish a development trend for other commercial uses. <br />Commercial development in this Activity Node is consistent <br />with the vision of the orange County Comprehensive Plan <br />3.0 CHANGE WITH INTENT AND PURPOSE OF THE LAND USE PLAN <br />The purpose of the NC -2 and LC -1 zoning districts, as stated <br />in the Orange County Zoning Ordinance, is to provide <br />appropriately located sites for limited commercial uses. <br />The property sought to be zoned NC -2 and LC -1 will comply <br />with the criteria for establishment of these zoning districts <br />as set forth in Section 4.2.8 and Section 4.2.9 of the Orange <br />County Zoning Ordinance: <br />1. The subject. property is located within an area <br />designated by the adopted Comprehensive Plan'as the BH -1 <br />Rural Neighborhood Activity Node. <br />2. The list of permitted uses from the Zoning ordinance's <br />Table of Permitted Uses are limited commercial uses <br />which would be consistent with the purpose of both the <br />NC -2 and LC -1 zoning districts. These permitted uses, <br />in addition to the performance and design standards of <br />the Ordinance, will insure that no adverse impacts will <br />occur either beyond the immediate space occupied by a <br />building for certain uses or beyond the property <br />boundaries for some other uses. <br />3. The lot size and configuration is appropriate for the <br />method of water supply and sewage disposal systems <br />necessary for future development of the property. <br />4. The Orange County Zoning Ordinance will allow a maximum <br />of five (5.0) acres of land zoned NC--2 and a maximum of <br />five (5.0) acres of land zoned LC -1 in an Activity Node <br />where population density is lower and distributed more <br />widely than in the Transition Area. The 1.92 acres <br />sought to be zoned NC -2 and the 2.06 acres sought to be <br />zoned LC -1 will limit the amount of land zoned NC -2 and <br />LC -1 in this Node to five (5.0) acres each. <br />5. The subject property has approximately 665 feet of <br />frontage on the south side of NC Highway 54 which is <br />designated as an arterial on the adopted Land Use Plan. <br />
