ORANGE COUNTY PLANNING DEPARTMENT <br />306F REVERE ROAD <br />HILLSBOROUGH, NORTH CAROLINA 27278 <br />M <br />NOTICE OF PUBLIC HEARING ON <br />A PROPOSED SYSTEM OF SCHOOL IMPACT FEES AND <br />PROPOSED REVISIONS TO THE COMPREHENSIVE PLAN, <br />ZONING ATLAS, ZONING ORDINANCE, AND SUBDIVISION REGULATIONS <br />FOR ORANGE COUNTY, NORTH CAROLINA <br />Pursuant to the requirements of the General Statutes of North <br />Carolina, Chapter 153A, Article 18, Sections 323, 331, 332, 340, <br />and 343; Title VI, Chapter 460, of the 1987 Session Laws; Chapter <br />460 of the 1991 Session Laws; Article 20, Sections 20.5 and 20.6, <br />and Article 2, Sections 2.2.12, 2.2.13, and 2.2.14 of the Orange <br />County Zoning Ordinance; and Section VIII of the Orange County <br />Subdivision Regulations, notice is hereby given that a public <br />hearing will be held in the Superior Courtroom of the Orange County <br />Courthouse (New), 106 East Margaret Lane, Hillsborough, North <br />Carolina, on Tuesday, May 26, 1992, at 7:30 p.m. for the purpose of <br />giving all interested citizens an opportunity to speak for or <br />against the following items: <br />SCHOOL IMPACT FEES <br />To help fund school capital needs created by growth in the <br />county, Orange County is considering the establishment of a system <br />of impact fees. If adopted, an impact fee would be collected for <br />each new housing unit constructed in the county, including single -- <br />family homes, townhouses, two to four - family dwellings, apartments, <br />and mobile homes. Impact fees would not be collected from existing <br />housing units. <br />Under the proposed system, impact fees would vary between the <br />Chapel Hill- Carrboro and Orange County school districts. The amount <br />of variation would depend on the projected number of students per <br />household and the number, type, and cost of school facilities to be <br />constructed in each school district. Funds raised through impact <br />fees would pay only a portion of the total school capital costs, <br />and the level at which impact fees are set will be dependent upon <br />the amount of total capital costs financed from such fees. <br />
