ITEMS FOR DECISION - CONSENT AGENDA <br />Motion was made by Commissioner Gordon, seconded by Commissioner <br />Halkiotis to approve those items on the Consent Agenda as stated below: <br />A. ARTS COMMISSION GRASSROOTS AWARDS <br />The Board approved the recommendations as included in the agenda <br />for distribution of funds from the Grassroots Program to Orange County Art <br />Organizations totaling $15,636. <br />B. BOARD OF E UALIZATION AND REVIEW <br />The Board approved to convene the Board of Equalization and Review <br />on May 4, 1992 at 6:00 p.m. in the courtroom of the Old County Courthouse in <br />Hillsborough. <br />C. 1992 -93 CONTRACT BETWEEN ORANGE COUNTY HEALTH DEPARTMENT AND THE <br />N.C. DEPARTMENT OF ENVIRONMENT HEALTH AND NATURAL RESOURCES <br />The Board approved the contracts as included in the agenda <br />abstract subject to the endorsement of the County Attorney and County <br />Purchasing Director and authorized the Chair to sign the contracts, <br />assurances, and budget pages. <br />VOTE ON THE CONSENT AGENDA: UNANIMOUS <br />IV. RESOLUTIONS PROCLAMATIONS <br />A. COMMUNITY DEVELOPMENT WEEK <br />Motion was made by Commissioner Willhoit, seconded by Commissioner <br />Halkiotis to proclaim April 20 - 26 as Community Development Week and to <br />authorize the Chair to sign the proclamation as stated below: <br />PROCLAMATION <br />NATIONAL COMMUNITY DEVELOPMENT WEEK <br />APRIL 20 - 26, 1992 <br />WHEREAS, the Community Development Block Grant Program has operated since <br />1974 to provide local governments with the resources required to meet the <br />needs of persons of low and moderate income; and <br />WHEREAS, Community Development Block Grant funds are provided through the <br />U.S. Department of Housing and Urban Development; and <br />WHEREAS, since 1980, Orange County has received approximately 4.5 million <br />dollars through the Community Development Block Grant Program which has <br />provided housing rehabilitation, water /sewer service and paved streets to low <br />and moderate income neighborhoods; and <br />WHEREAS, these Community Development Block Grant funds have brought <br />immeasurable benefit to the citizens and communities of the State of North <br />Carolina in neighborhood revitalization and improved community facilities and <br />services, especially for the benefit of low and moderate income families and <br />to alleviate slums and blight; and <br />
