concentrated at 8:00 AM and 5:00 PM. These businesses as well as <br />those targeted for municipal areas and interstate corridors would <br />all have the following characteristics: <br />1. Are non - polluting; <br />2. Use little treated water; <br />3. Produce no hazardous material or large volumes of <br />waste for disposal; and <br />4. Provide fair wages for employment of all Orange County <br />citizens, regardless of race, education, and skill level. <br />Perhaps the major recommendation of the Target Area Group was <br />that interstate corridors, and, in particular, the I -40 corridor, <br />be viewed as a valuable economic resource. While a number of <br />specific sites were identified as having economic development <br />potential by the Target Area Group, three interstate locations were <br />noted in particular and subsequently selected by the PB /EDC Work <br />Group as the focal points for its initiative. These sites include: <br />I. The I -40 /Old NC 86 intersection; <br />2. The I- 85 /Buckhorn Road intersection; and <br />3. The I -85 /US 70 intersection. <br />The latter two sites are presently located in activity nodes <br />designated on the Land Use Plan. Although the I -40 /Old NC 86 <br />intersection is not similarly designated, it has been a focal point <br />of discussion in cooperative planning efforts by Orange County and <br />the Town of Hillsborough. <br />1991 Accomplishments <br />During the past year, the activities of the Work Group have <br />focused on three distinct areas. These include implementation of a <br />cooperative planning process, target area analysis., and performance <br />standards identification. Accomplishments in each of these areas <br />are discussed below. <br />Coo erative Planning. In June, 1991,.both the Planning Board <br />and Economic Development Commission adopted a resolution <br />establishing a cooperative planning process. The process consists <br />of two parts: pre - development conferences and cooperative planning <br />procedures. Pre - development conferences are held by the staffs of <br />the two advisory boards for the purpose of identifying policies, <br />regulations, and fees applicable to new businesses. The underlying <br />objective is to meet with prospective businesses before application <br />is made and answer questions regarding County requirements. <br />Cooperative planning is also known as "courtesy review" and <br />provides an opportunity for each department to review and comment <br />on development applications, land use plan /ordinance amendments, <br />
