The County shall install and maintain a meter as shall be set forth in the plans and specifications of the project at a point in the County's sewer line one thousand seven hundred and ninety three (1793) feet northwest of Latimer Street on West Hill, Avenue. The meter will measure the flow of wastewater from the County's system into the Town's system. The meter shall be periodically tested for accuracy, not less than once every six months, by or at the County's expense and the results promptly reported to the Town. If the meter fails to accurately measure the amount of wastewater passing through it, it shall be recalibrated or repaired as necessary at County expense and the County and Town shall negotiate an appropriate adjustment in payment. 7. The County agrees to pay to the Town each month for the wastewater passing through said meter an amount equal to seventy percent (70%) of the amount that would be charged by the Town to other out -of -town, non- governmental customers who discharge into the Town's collection and treat- ment system comparable quantities of wastewater, except that in no case shall the amount charged be less than the amount that would be charged to an in -town customer discharging comparable quantities of wastewater. 8. The wastewater collection system constructed by the County shall be the property of the County. The Town shall have the right to run parallel sewage transmission lines east of the Eno River and to connect its sewaae collection lines into the gravity portion of the County sewage transmission lines. Without the specific written permission of the Town, the County agrees that its wastewater collection system may only serve customers located west of the Eno River.
