Box 8181 <br />HILLSBOROUGH, N.C. <br />27278 <br />Johnson <br />27278 <br />27 April 1992 <br />Orange County will be submitting a CDBG Application to <br />the North Carolina Department of Economic and Community <br />Development on May 15, 1992 to benefit a portion of the <br />Efland community. One of the proposed activities in this <br />Community Development Project is the extension of the Efland <br />Sewer System to serve this community. As you are aware, <br />expansion of the Efland Sewer System is a high priority with <br />the Orange County Board of Commissioners due to the existence <br />of malfunctioning septic systems which pose serious health <br />hazards for the residents of this community. Pursuing a <br />Community Development Grant to assist low and moderate income <br />families is just one component of this multi -phase endeavor. <br />As you are aware, the Town has agreed to make its <br />wastewater collection system and wastewater treatment <br />facility available to receive and treat wastewater generated <br />by the County's system. This agreement is set forth in a <br />Contract dated February 2, 1987, a copy of which is attached. <br />Section 5 of this Agreement states that "the County shall pay <br />to the Town for each additional customer that connects to the <br />system an amount equal to the availability fee that would be <br />charged by the Town at that time to a comparable customer <br />connecting directly to the Town's wastewater collection and <br />treatment system." It is my understanding that, at this time, <br />the availability fee is $600 per connection. <br />The present design of the <br />providing approximately 28 conne c <br />Efland Sewer System.
