Fikes <br />TELEPHONE NUMBER- <br />Hillsborough <br />- 732 -8181 <br />Chapel Hill <br />- 968 -4501 <br />Mebane <br />- 227 -2031 <br />Durham <br />- 688 -7331 <br />----------------------------------------------------------------------- <br />PURPOSE: To authorize a formal written request to the Town of <br />Hillsborough to waive the Capital Facilities Fees for the <br />Efland CDBG Project. <br />BACKGROUND: One of the major activities to be proposed in the Efland <br />CDBG Application is the provision of public sewer service <br />to area residents. The Town of Hillsborough provides <br />treatment for the waste collected in the Efland system. <br />Hillsborough presently charges a capital facilities fee <br />(tap fee) of $600 per sewer connection. <br />CDBG funds cannot be used to pay tap fees for water /sewer <br />construction costs. Therefore, the County staff recommends <br />that the Board of Commissioners request that the <br />Hillsborough Town Board waive the capital facilities fees <br />for the Efland CDBG Project. In past years, the Town has <br />been willing to work with us on this issue in Community <br />Development target areas. This waiver is essential to the <br />development of a competitive application. <br />RECOMMENDATION(S): <br />The Manager recommends authorizing the Chair to make a <br />formal written request to the Hillsborough Town Board <br />asking that all capital facilities fees be waived for the <br />Efland CDBG Project. <br />
