Staff have been working toward this goal throughout <br />1991 -92, with the Planning Director having presented a draft technical <br />report to the Board of Commissioners in January 1992. <br />During the past month, staff have held discussions with representatives <br />of a number of organizations (municipal and school staffs, Chambers of <br />Commerce, Board of Realtors, Homebuilders Association, Orange Community <br />Housing) to solicit opinion with a view towards building consensus <br />about an appropriate program of school impact fees. County staff <br />members are also scheduled to make brief presentations on the impact <br />fee technical report to each municipal board during the month of April. <br />The attached staff report provides a synopsis of points of concern <br />about impact fees that have been raised by various parties that have <br />reviewed the draft technical report. A number of updates to the <br />original report are also included for review and discussion. Staff <br />will be available to respond to Commissioners' questions on impact fee <br />calculations. <br />Following a public hearing and any necessary additional meetings with <br />organizations directly interested in school impact fees, staff will be <br />prepared to bring a set of recommendations on impact fees to the Board <br />at the May 19 meeting. Commissioners may decide at that time, or <br />sometime during 1992 -93 budget deliberations in June, to establish the <br />school impact fee schedule to become effective July 1, 1992. <br />
