MEMORANDIIM <br />TO: Orange County Board of Commissioners <br />FROM: John Link, County Manager <br />DATE: April 15, 1992 <br />RE: Municipal Recreation and Library Support <br />As you know, Orange County has traditionally provided certain <br />levels of funding in each annual operating budget to support <br />municipal recreation and library programs. As a result, <br />residents of the unincorporated portions of orange County are <br />entitled to use or participate in these programs on the same <br />basis as municipal residents. During each of the last three <br />fiscal years (FY 89 -90, FY 90 -91, and FY 91 -92), Orange <br />County has provided the following funding to each program: <br />Chapel Hill Library $142,834 <br />Chapel Hill Recreation 67,144 <br />Carrboro Recreation 28,776 <br />Mebane Library 653 <br />Mebane Recreation 5,450 <br />Periodically, questions have been raised about whether these <br />payments are equitable to taxpayers in both the municipal and <br />unincorporated areas. As the Board affirmed at its last <br />meeting, the tax equity question is extremely complex. In my <br />recent discussions with the town managers, we have agreed <br />that the equity issue must be viewed wholistically. Any <br />examination of the County's program of support for municipal <br />recreation and library programs should be conducted in the <br />broader context of the entire range of County and municipal <br />services. In view of the current budget constraints under <br />which all the local governments are operating, I have <br />indicated to the town managers that I plan to recommend no <br />changes to the level of County support for each of these <br />programs in the 1992 -93 budget. <br />Please let me know if you have any comments or questions on <br />this subject. <br />MB000415 <br />
