- ..r 4 <br />MEMORANDUM <br />TO: Gene Bell, Comprehensive Planning <br />FROM: Warren Faircloth, Erosion Control Supervisor <br />StBJECT: Widening of NC 86 (Airport Road); Intergovernmental <br />Review <br />DATE: April 8, 1992 <br />DOT should be reminded that there is a critical area below this <br />project that should be addressed in the planning, design, and <br />right --of -way acquisition. Lake Ellen is a pond downstream that is <br />subject to sediment damage during construction. The pond has.been <br />damaged in the past by other public construction projects and <br />failing septic systems in a mobile home park. Because of this, <br />the efforts have been made to correct the damage and the resi- <br />dents are very aware of and sensitive to construction upstream <br />that could cause additional damage. <br />DOT should recognize the potential for sediment damage during <br />construction to both the stream and pond and design the erosion <br />control plan before the right -of -way and construction easements <br />are obtained.
