Insko 227 -2031 <br />Don Willhoit <br />644 -3004 (Fax) <br />MEMORANDUM <br />TO: Mayors Ken Brown, Eli Kinnaird and Horace Johnson <br />FROM: Moses Carey, Jr. <br />DATE: February 27, 1992 <br />RE: ASSEMBLY OF GOVERNMENTS MEETING OF APRIL It 1992 <br />Although we have planned to discuss the agenda for the next <br />Assembly of Governments meeting when we next meet on March 13th, <br />I thought I would share this proposed agenda with you at this time. <br />It appears that we will need to discuss affordable housing <br />issues, plans and opportunities in order to take timely advantage <br />of certain Federal and State funds which will be available to us. <br />It will be important to insure that all affected boards are equally <br />aware of steps required.to access these funds. Additionally the <br />issue of OWASA water_ sales to Chatham County will undoubtedly <br />require our attention. Therefore, I propose that we focus only on <br />the issues of whether and how the three elected boards should <br />discuss and resolve this issue prior to OWASA moving forward with <br />discussions with Chatham County. I am certain other issues related <br />to OWASA will arise when we meet.. However, time will not permit <br />us to address them. Therefore, I propose that we also agree to <br />list these additional issues and decide how and when we wish to <br />address them. Some,.of them may include OWASA structure, <br />Hillsborough purchase /lease of transmission line for local service, <br />and OWASA sale of water to Hillsborough. <br />Since a community -wide effort on affordable housing will be <br />our focus, I have taken the liberty of writing interested board <br />members of the Public /Private Partnership. They are interested in <br />an initiative in this area. The OWASA Board is also being invited <br />to this meeting. <br />Attached is a draft agenda for your review. <br />it with you to our March 13th meeting.
