Consortium members will be required to enter into cooperation <br />agreements with each other to implement projects. A block grant of HOME <br />.funds will be provided to the consortium to develop projects tailored to these <br />needs. Enough funds would be available under one grant to enable the <br />consortium to address several projects in a comprehensive manner, <br />This category would also allow the State to distribute funds quickly to <br />projects that are locally designed by housing agencies working in cooperation <br />with one another. In addition, the consortium would be better able to <br />collectively raise matching funds when this becomes a federal program <br />requirement. <br />3, AFFORDABLE HOUSING PROJECT DEVELOPMENT CATEGORY <br />This category is designed to allow units of general local <br />government that are unable to enter into consortia agreements, non - profit <br />housing development agencies (CHDO or not), and other non - profit, <br />affordable housing providers, to participate in the HOME program. The <br />category will competitively fund eligible projects that have firm financial <br />commitments and that otherwise would not receive HOME funds under <br />one of the other categories. Recipients under this category will have to <br />demonstrate capacity to carry -out the project and that firm financial <br />commitments of other funds are in place. <br />M� <br />
