ATTACHMENT II <br />GOALS AND OBJECTIVES <br />CONSOLIDATED COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY <br />(CHAS) <br />FOR ORANGE COUNTY, N.C. <br />Submitted to U.S. Department of Housing and Urban Development <br />December 20, 1991 <br />1. Construct up to 50 units of affordable rental housing <br />each year. <br />2. Provide homeownership opportunities by constructing or <br />substantially rehabilitating housing that would be <br />affordable to families with income below 80% of the area <br />median, with mortgage payments (principal and interest) <br />below $700. <br />3. Create a county -wide homeowner rehabilitation program <br />for very low income homeowners (incomes below 60% of the <br />area median family income). <br />4. Reduce the number of housing units without indoor <br />plumbing. <br />5. Reduce the cost of development and land costs in areas <br />outside utilities service areas. <br />6. Increase awareness and participation of consumers of <br />affordable housing in the planning and program design <br />aspects of local housing programs. <br />7. Continue to support the operation of the Shelter for the <br />Homeless. <br />v <br />8. Create transitional housing units for shelter residents <br />who can live independently. <br />9. Assist local non - profit human services agencies to <br />provide a continuum of housing options for special <br />populations, including older adults, disabled, mentally <br />ill, and persons with AIDS. <br />
