ATTACHMENT I -B <br />NATIONAL AFFORDABLE HOUSING ACT OF 1990 <br />Summary of Provisions <br />The National Affordable Housing Act of 1990 (NAHA) is significant change in the way the U.S. Department <br />of Housing and Urban Development (HUD) will operate housing assistance programs. All HUD programs <br />will be governed by the provisions of NAHA, including public housing, Section 8 rental assistance, and <br />Community Development Block Grants. The HOME program is only one part of this new federal housing <br />initiative. <br />The old Housing Assistance Plan (HAP) requirement has been replaced by a Comprehensive Housing <br />Affordability Strategy (CHAS), a strategic planning document that includes both a 5 -year projected <br />strategy and a 1 -year action plan. All programs funded under NAHA require that the applying jurisdiction <br />be governed by an approved CHAS. The other major new emphasis of NAHA is preferen <br />sponsors and applicants for funds under new programs. ce for non - profit <br />NAHA has nine titles, each for a different type of program: <br />Title I .......
