TO: John Link, C untyn�ager� <br />FROM: Marvin Collins, Planning Director <br />SUBJECT: March 24, 1992 <br />DATE: Assembly of Governments Meeting - April 1, 1992 <br />OWASA /Chatham County Water Sale <br />COPIES: Geoffrey Gledhill, County Attorney <br />Gene Bell, Planner III, Comprehensive Planning <br />Attached is the memorandum I received today from Roger Walden, the <br />Chapel Hill Planning Director. I think the questions that Roger has <br />outlined should be included for discussion at the above mentioned <br />meeting. In addition, I would suggest the following: <br />1. Goal 3.A.2. of the Orange County Water & Sewer Policy states <br />that "Joint planning should be developed and implemented among <br />the County, its municipalities, surrounding jurisdictions, and <br />utility providers responsible for water and sewer service to <br />guide the extension of lines in accordance with joint land use <br />plans and water /sewer service boundary agreements." <br />The issue of joint planning has been brought up before with <br />Chatham County. Should it be brought up again or should Orange <br />County, Chapel Hill, and Carrboro simply review the Chatham <br />County Land Use Plan, and, if acceptable, support a water sale <br />agreement whereby Chatham County agrees to extend water <br />service to development only in accordance with its Land Use <br />Plan? <br />2. Related to #1 above, should the provisions of Goal 3.A.1 be <br />invoked, whereby public water and sewer facilities will be <br />encouraged, where they are available, to Urban and Transition <br />areas, and will be discouraged in Rural and Agricultural <br />areas, except where their provision will enhance the rural <br />character and provide for open space by allowing clustered <br />development. <br />I have attached a copy of Goal 3 of the Water and Sewer Policy. You <br />may wish to refer to it, particularly as related to the connection <br />and /or expansion policies outlined in Section B. <br />Since I will be leaving for the LESA Conference in Kansas City at <br />11:00 AM on Wednesday, March 25, further assistance can be provided <br />by Gene Bell. I will be available for questions prior to 11:00 AM <br />and will FAX Roger a copy of these comments for review. <br />
