First Six Months of FY 1991 -91 - -A Preview <br />From July 1 through December 31, 1991, OCHC: <br />• Coordinated the preparation of a county -wide Comprehensive Housing <br />Affordability Strategy (CHAS), with a working group of staff from Orange County, <br />Chapel Hill, Carrboro, and Hillsborough. The CHAS must be submitted to the U.S. <br />Department of Housing and Urban Development (HUD) prior to application for any <br />funds under the National Affordable Housing Act of 1990. <br />• Purchased a single - family lot in Carrboro being foreclosed by Orange Water and <br />Sewer Authority. <br />• Researched, negotiated, and made an offer on a site in Chapel Hill that would <br />accommodate up to 20 homeownership units. <br />• Provided funds to the Mental Health Association in Orange County to make <br />application to HUD for a 14 -unit apartment development for person with mental illness. <br />• Initiated a homeownership education and counseling program with more than 100 <br />participants and 40 volunteer instructors in its first three months of operation, with <br />programs at Hargraves Recreation Center, Chapel Hill Town Hall, UNC Union, and <br />Hillsborough Public Library. <br />• Organized a panel discussion on affordable housing for the Public Private <br />Partnership that resulted in the recommendation of a Technical Advisory Committee <br />comprised of development professionals in the community willing to volunteer <br />assistance in our development efforts and activities. <br />• Continued assistance to OCIM and Hillsborough Affordable Housing Corporation <br />on the development of Whiffed Forest Apartments, providing comments on proposals <br />from the private developer and assisting with applications for mortgage financing. <br />• Participated in discussions with Triangle Housing Partnership regarding a <br />planned lending consortium for first mortgage loans for qualifying buyers and other <br />possible programs through joint participation from several local financial institutions. <br />• Held a planning retreat to determine a one -year course of action for OCHC, <br />beginning January, 1992. <br />Orange Community Housing Corporation FY 1990 -91 Annual Report Page 4 <br />
