MEMORANDUM <br />TO: Attendees - April 1st Assembly of Governments Meeting <br />FROM: Roger Waldon, Chapel Hill Planning Director <br />Marvin Collins, Orange County Planning Director <br />DATE: March 26, 1992 <br />RE: CHATHAM COUNTY REQUEST FOR PURCHASE OF OWASA WATER <br />The Orange County Assembly of Governments is meeting on April 1, 1992. <br />On the agenda for that evening is a request from Chatham County to <br />purchase water from OWASA. <br />We understand that the request is for a 10 -year contractual <br />arrangement whereby, OWASA would sell water to Chatham County in <br />quantities that would increase over the term of the contract. At the <br />beginning, the quantity would range from 25,000 gallons per day to 200,000 <br />gallons per day. In the tenth year, the quantity would range from 75,000 <br />gallons per day to 600,000 gallons per day. <br />Part of the reason for the request is an existing inventory of 900+ <br />vacant lots in northern Chatham already permitted for public water supply. <br />Copies of information supplied by Chatham County are attached. <br />We suggest that several policy -level questions are involved here, and <br />the April 1 meeting may be a good forum for discussion. These include: <br />1) To what extent will growth in northern Chatham County impact roads <br />in southern Orange County? <br />2) Will the sale of water accelerate and /or increase the level of <br />growth in northern Chatham? <br />3) What commitments are incurred for the period beyond ten years? In <br />the event that Chatham is not in a position at the end of ten years <br />to supply water on its own, can the sale of water still be <br />terminated? <br />4) Does the sale of 600,000 gallons per day have any impact on service <br />to existing and future OWASA customers in orange County? What are <br />the "high -end" projections for Orange County water demands ten <br />years from now, and how do those compare with existing supply? <br />Would the proposed agreement have any impact on the ability to sell <br />water on an emergency basis to Hillsborough? <br />We do not have answers at this time, but offer these questions as <br />possible topics of discussion or further study. <br />
