the interaction of housing activities and social services, <br />including the types of support services needed to provide a <br />continuum of housing opportunities for special needs groups; <br />(2) the types and quantities of housing needed, including <br />building styles for new construction and types of renovations <br />needed for rehabilitation of existing units; (3) how to include the <br />large mobile home stock in the provision of housing for special <br />needs populations; and (4) the type and amount of resources <br />needed to provide a full range of opportunities, from supervised <br />residential settings to supported independent living. <br />The planning process would include the Human Service <br />Advisory Boards of all local governments, the Orange County <br />Department of Social Services, Department on Aging, and <br />Health Department, OPC Mental Health, Joint Orange Chatham <br />Community Action Agency, Orange Chatham Comprehensive <br />Health Services, the Mental Health Association in Orange <br />County, the Association for Retarded Citizens, the Coalition for <br />Battered Women, Residential Services, Inc., the InterFaith <br />Council, Orange Congregations in Mission, the AIDS Services <br />Agency of Orange County, the Orange County Women's <br />Center, Orange County Commission for Women, and other <br />groups or individuals identified with an interest in providing <br />housing appropriate to persons with special needs. <br />(2) Orange County, _Carrboro, Hillsborough. The planning process <br />described for Chapel Hill will actually be a county -wide effort. <br />The goal for this year is to develop a long -term strategy <br />specifically for the special needs groups such as <br />developmentally disabled, handicapped, mentally ill, battered <br />women, persons with AIDS, and older adults. That strategy will <br />be a five -year plan to determine: (1) the interaction of housing <br />activities and social services, including the types of support <br />services needed to provide a continuum of housing <br />opportunities for special needs groups; (2) the types and <br />quantities of housing needed, including building styles for new <br />construction and types of renovations needed for rehabilitation <br />of existing units; (3) how to include the large mobile home <br />stock in the provision of housing for special needs populations; <br />and (4) the type and amount of resources needed to provide <br />a full range of opportunities, from supervised residential <br />settings to supported independent living. <br />48 <br />
