In addition to operating the shelter, IFC provides financial <br />assistance to families in imminent danger of becoming <br />homeless due to inability to pay rent or utilities. <br />Now the emphasis has turned to providing housing for <br />individuals in the shelter to transition into the private housing <br />market. In the southern Orange County housing market, which <br />includes Chapel Hill, very few affordable opportunities are <br />available for individuals and families moving from the homeless <br />shelter. In addition to continued operation of the shelter, during <br />the current year, IFC and OCHC plan to jointly submit an <br />application for funds to provide transitional housing for guests <br />at the shelter who have employment and need a place to live <br />without the large upfront costs of renting a private apartment <br />needed for rent and utility deposits. <br />(2) Orange County. Carrboro, Hillsborough. Activities to date to <br />serve the homeless population have been cooperative ventures <br />that include Orange County, Carrboro, and Chapel Hill. <br />Orange County and Carrboro participated in the development <br />of the current shelter located in Chapel Hill, through applying <br />for federal grants to assist in its financing. Orange <br />Congregations in Mission provides assistance to families in <br />danger of becoming homeless due to inability to pay rent or <br />utilities, with either money, food, or other necessities. The <br />planned application by IFC and OCHC for a transitional facility <br />will include requests for participation to all local jurisdictions in <br />Orange County. <br />b. Other Special Needs Action Plans. <br />(1) Chapel Hill. Coordination between housing agencies and <br />human service agencies that serve special needs populations <br />has been improving during the process of development of the <br />CHAS; however, the next year will be spent working to develop <br />a strong connection between the housing and human service <br />providers. This year will be a planning year for special needs <br />housing, and will include regular communication among all <br />agencies concerned about increasing housing opportunities for <br />the special needs population. The goal for this year is to <br />develop a long -term strategy specifically for the special needs <br />groups such as developmentally disabled, handicapped, <br />mentally ill, battered women, persons with AIDS, and older <br />adults.
