2. Monitoring Plans. <br />a. Monitoring Plan -- Orange County. The Orange Community Housing <br />Corporation Board of Directors will serve as the monitoring agent for <br />evaluating the success of the annual action plan. OCHC will <br />prepare a report for all local governments in Orange County and <br />HUD describing all housing activities in the county during the <br />previous year, relating each to this action plan. All agencies and <br />organizations providing housing assistance of any kind will be <br />requested to comment on the evaluation and help determine ways <br />to improve performance under this CHAS. <br />b. Monitoring Plan -- Chapel. Hill. The Department of Housing and <br />Community Development will be responsible for the implementation <br />of all housing programs and assistance within the Town of Chapel <br />Hill. The Housing Advisory Board will serve as the monitoring agent <br />for evaluating the success of the annual action plan. The Housing <br />Advisory Board is a volunteer group of Chapel Hill citizens, including <br />public housing residents, who advise the Town Council on housing <br />issues. The Board will provide oversight for the implementation of <br />the CHAS to insure that statutory and regulatory requirements are <br />being met. A quarterly report will be submitted to the Town Council. <br />3. Supportive Housing Action Plans. <br />a. Homeless Action Plans. <br />(1) Chapel Hill. During the past several years, local initiatives to <br />address the needs of homeless families and individuals have <br />been focussed on the renovation and expansion of a <br />permanent shelter and community kitchen, located in the <br />renovated old Town Hall building in Chapel Hill. That project <br />was the result of a coalition of community fundraising, local <br />funds, contribution of the building by the Town of Chapel Hill, <br />work by Carrboro and Orange County to obtain grants under <br />the McKinney Act for Homeless Assistance, and assistance <br />from the N.C. Housing Finance Agency. Continued operation <br />of the shelter is through volunteer efforts, fundraising by the <br />InterFaith Council, and contribution of the facility and utilities by <br />the Town of Chapel Hill. Now the shelter is operating at <br />capacity, and planning should begin soon to determine how to <br />meet the growing needs of new types of homeless individuals <br />and families, including single mothers with small children, new <br />arrivals in Orange County, battered women, and teenagers. <br />46 <br />
