can live independently but for whom no opportunities exist in the <br />Orange County rental market. <br />f. Supportive Housing for Other Persons with Special Needs. GOAL: <br />To assist local nonprofit human service agencies to provide a <br />continuum of housing options for special populations, including <br />older adults, disabled, mentally ill, and persons with AIDS. <br />Such a continuum would provide for a variety of housing choices, <br />from unassisted living to small group homes, including boarding <br />house -style living and other supportive settings. As local agencies <br />identify needs, plan projects that could meet those needs, and <br />locate state and federal programs that could fund those projects, <br />local funds for housing could be used to meet matching <br />requirements, to provide up -front planning costs, or to provide extra <br />amenities or services not otherwise included in other programs. <br />2. Institutional Structure. Important actors in achieving Orange County's <br />low- income housing goals are: <br />a. Orange County Housing and Community Development Department, <br />responsible for administration of the Section 8 program for the <br />county and for the CDBG small cities program. <br />b. Chapel Hill Department of Housing and Community Development, <br />administrator of the Town's CDBG entitlement program as well as <br />acting as the Town's Housing Authority, operating public housing in <br />Chapel Hill and Carrboro, and implementing the Town's affordable <br />housing program. <br />C. Chapel Hill Planning Department, responsible for long range <br />planning and policy design for housing development. <br />d. Carrboro Planning Department, which houses the Carrboro CDBG <br />small cities program and the Rental Rehabilitation Program <br />administration. The Carrboro Planning Department is responsible for <br />planning and policy design for housing development. <br />e. Hillsborough Planning Department, responsible for planning and <br />policy development for the Town, including the recently- adopted <br />2010 plan. <br />f. Orange Community Housing Corporation, newly- created nonprofit <br />housing development corporation, whose operating budget is <br />funded by Orange County, Chapel Hill, and Carrboro governing <br />boards. OCHC is also a central clearinghouse for information about <br />other nonprofits' housing efforts, including Orange County Mental <br />Health Association, AIDS Service Agency, local churches and other <br />involved in housing assistance. OCHC is planning at least one <br />housing development project each year. <br />R11 I <br />
