On September 25, 1991, the staff working group held a briefing for members of <br />community -based non - profit organizations and other interested parties, in which the <br />CHAS was described in detail and comments received. This briefing was especially <br />helpful in the development of strategies for special populations such as battered women <br />and elderly persons. <br />In addition to the community briefing, each jurisdiction held a formal public hearing to <br />Present the CHAS to the elected officials and receive citizen comments. The Chapel Hill <br />Town Council held a public hearing on September 30,1991; Carrboro Board of Aldermen <br />held a public hearing on October 1, 1991; Orange County Board of Commissioners held <br />a public hearing on October 2, 1991; and the Hillsborough Town Board held a public <br />hearing on October 22,1991. Comments were received at the Chapel Hill public hearing. <br />Mrs. Adele Thomas recommended that subsidies awarded through programs governed <br />by the CHAS be targeted to very low income families. Ms. Donna Dyer, Executive <br />Director of Orange Community Housing Corporation, submitted written comments <br />supporting the consolidated CHAS and encouraging the Town to adopt the consolidated <br />document. The Town Council did not alter the consolidated CHAS after the public <br />hearing, commenting that the dramatic lack of housing affordable to very low, lower, and <br />moderate income families was an important need to be included in the CHAS. No <br />comments were received at the Carrboro, Orange County, or Hillsborough public <br />hearings. After the public hearings, the staff working group reconvened to make final <br />changes to the document. The plan that follows is the result of that process. <br />2 <br />
