I <br />O R A N G E CO U N T Y <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 24, 1992 <br />Action Agenda <br />Item # V� <br />SUBJECT: Request to NCDOT from Town of Hillsborough regarding Seven <br />Mile Creek and Old NC 10 Bridge issues in the wideningof I -85 <br />DEPARTMENT: County Manager PUBLIC HEARING: <br />Yes X No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Letter from Hillsborough to DOT County Engineer <br />Letter from Hillsborough to <br />County Manager TELEPHONE NUMBERS: <br />Draft Letter from Orange County Hillsborough - 732 -8181 <br />to NCDOT Durham - 688 -7331 <br />3/5/90 BOCC resolution Mebane - 227 -2031 <br />11/29/90 NCDOT response to Chapel Hill - 967 - 9251/968 -4501 <br />BOCC resolution <br />PURPOSE: To support the Town of Hillsborough in its request that DOT <br />provide for a meeting between its staff and that of Orange <br />County and the Town of Hillsborough to discuss the issues of <br />BMP's for Seven Mile Creek and closing the Old NC 10 bridge <br />prior to finalizing plans for the widening of I -85 in Orange <br />County <br />BACKGROUND: The topic of the widening of I -85 as it impacts the Seven <br />Mile Creek watershed and the closing of the Old NC 10 <br />bridge is one which was previously brought before the BOCC <br />on March 5, 1990. At that time the BOCC passed a <br />resolution requesting that NCDOT consider 1) leaving a non - <br />motorized vehicle access where the Old NC 10 bridge <br />presently exists and 2) providing best management practices <br />(BMP's) to protect the water quality of Seven Mile Creek. <br />In a letter to the County Engineer dated November 29, 1990. <br />NCDOT replied to the BOCC resolution by stating that it <br />could find no justification for either BMPs or a non - <br />motorized vehicular access at the Old NC 10 bridge and that <br />these improvements were not being considered for the I -85 <br />widening project. <br />Due to efforts of members of the Hillsborough Town Board <br />and Planning Board, this issue has re- emerged. These <br />Officials have been in contact with both NCDOT and the <br />NC Division of Environmental Management (DEM) regarding the <br />bridge and the BMP's. DEM staff have informed <br />Hillsborough that it may be of some assistance to the Town <br />in regard to the BMP issue and suggested that the <br />Town request a meeting among DOT, the Town, the County <br />and DEM. This matter was discussed before the Town Board <br />1 <br />
