T <br />DG3Glff� <br />that they pursue interlocal agreements with utility <br />Providers concerning similar waiver provisions on water and <br />sewer lines as those contained in the ordinance. Seconded by <br />Stewart. Vote: Unanimous. <br />Walters asked if there was an appeal process for the <br />landowner. Collins responded that if the County did not <br />follow its procedures, then the landowner could appeal to the <br />courts. However, there is no specific appeal procedure <br />contained in the ordinance. <br />Stewart asked if the ordinance is adopted on March 17, would <br />applications begin coming in the next day. Nutter and Walker <br />indicated they anticipated lots of applications. <br />Nutter indicated he felt an effective date of thirty days <br />would be reasonable. He asked Collins what he felt was a <br />good time frame before implementation. Collins responded <br />that he was concerned with the amount of time it may take for <br />the County Attorney to draft a conservation easement <br />agreement with the amount of work already confronting him. <br />Collins indicated he could draft an agreement and forward to <br />the County Attorney for review and revision. This may help <br />the County Attorney and speed up the process. <br />recommending an effective date of April 1, 1992Hnotingethat <br />forms could be prepared to be included with the agenda <br />materials to the Board of Commissioners for their March 17, <br />1992 meeting.
