3 <br />responsibility of the Board of Commissioners <br />[See pages 11 -12 of this abstract]. <br />2. The provision limiting the expenditure of <br />County funds has been deleted. Since the County <br />and farm owner must enter into a conservation <br />agreement, the agreement can define the extent <br />to which both parties will cooperate to prevent <br />the conversion of land in an agricultural <br />district to nonfarm use [see page 16 of this <br />abstract]. <br />3. Additional wording has been added to Section <br />V.C.l.c. to clarify that the SCS practices <br />applicable to highly erodible land are those <br />set forth in the 1985 Food Securities Act [see <br />page 10 of this abstract]. <br />In addition to the changes highlighted above, the <br />Agricultural Districts Advisory Board recommended <br />that a minimum farm size of 155 acres be retained to <br />encourage large, concentrated districts [see pages <br />8 -9 for rationale] and that the effective date of <br />the ordinance be set for April 1, 1992 to allow <br />sufficient time for staff administrative <br />preparation. <br />RECOMMENDATION: The Administration recommends approval of the <br />proposed ordinance, including the revisions and <br />effective date recommended by the Agricultural <br />Districts Advisory Board. <br />
