2 <br />On March 9, 1992 the Board received a report from County <br />Administration which identified three options the Board should <br />consider: 1) approve transfer of cable TV franchise from <br />Carolina Cable to ATC as requested; 2) do no% approve transfer <br />of cable TV franchise; and 3) approve transfer of cable TV <br />franchise, but require ATC to provide free installation of <br />"primestar" satellite system to all residents in the proposed <br />buffer zone. The options were discussed at the meeting along <br />with presentations from ATC and the Cable TV Committee. <br />The Board did not select an option, but instructed the County <br />Attorney to prepare a cable TV franchise amendment in final <br />form for the March 24, 1992 Commissioners' Meeting. <br />Although not discussed at the March 9th meeting, Cable <br />Television Industries (CVI), formerly Alert Cable, has a <br />county -wide franchise that covers the buffer zone proposed by <br />ATC. It is unlikely CVI will serve this area because of low <br />density and Carolina Cable's lines.are closer to the area. <br />While residents in the proposed buffer zone would be covered <br />by one cable TV franchise (CVI), other residents in the <br />County would be covered by two cable franchises. <br />RECOMMENDATION(S): Manager recommends that the Board: 1) approve <br />transfer of cable TV franchise from Carolina Cable <br />to ATC, but require ATC to provide free installation <br />of " primestar" satellite system to all current <br />and future residents in the proposed buffer zone; <br />2) require that the buffer zone revert back to the <br />franchise when copyright laws are changed; 3) approve <br />the cable TV franchise amendment (under separate cover) <br />and 4) ensure resolution of all-- outstanding obligations <br />of Prime Cable Income Partners (parent company of <br />Carolina Cable) pursuant to the franchise with Orange <br />County. <br />
