Carolina Cable also requested the Board's approval of <br />Cable TV Franchise transfer to ATC. ATC informed the County <br />that the acquisition may create difficulties with the rules <br />and regulations of the Copyright Office. To avoid the diffi- <br />culties, ATC has requested a modification in the existing <br />Cable TV franchise with Carolina Cable. The proposed <br />modification would disenfranchise a small section of the <br />County near the Alamance County line. <br />On February 19, 1992 the Cable TV Citizen Advisory Committee <br />met with representatives of Carolina Cable and ATC. After an <br />in depth discussion, the Committee developed the following <br />statements and recommendations: 1) the Cable TV Citizen <br />Advisory Committee find ATC to be an acceptable company to <br />replace Carolina Cable; and 2) the Committee has grave <br />reservations about omitting a section of the County from the <br />existing Cable TV Franchise; however, to make the transfer of <br />ownership possible, the Committee recommends approval of the <br />proposed modification of the Cable TV Franchise for the <br />balance of the franchise period (February 26, 1996). <br />Currently there are six members on the Committee. The <br />majority, four members of the Committee recommended the above <br />statements. Two members disagreed and developed a minority <br />report. <br />
