Box 366 <br />Carrboro, NC 27510 <br />(919) 968 -4421 <br />REPORT TO THE ORANGE COUNTY BOARD OF COMMISSIONERS <br />MARCH 24. 1992 <br />As you are no doubt aware, on March 2 the North Carolina Division <br />of Environmental Management imposed a moratorium on new sewer <br />connections in the Bolin Creek drainage basin. The affected area <br />Is upstream from East Franklin Street In Chapel Hill, and also <br />includes a substantial portion of newly developed areas in <br />Carrboro adjacent to Bolin Creek. <br />Excessive stormwater inflow during unusually intense rains caused <br />several manholes to overflow three times since January. During <br />the past four Weeks, OWASA crews have identified sources and made <br />repairs that will significantly mitigate the problem. These <br />efforts are continuing. Additionally, we have awarded a $142,000 <br />contract to replace 2800 'Feet of defective sewer line tributary <br />to the Bolin Creek interceptor. work will be completed by the <br />end of April. We anticipate the moratorium will be removed in <br />May or June. <br />gang Cre k Reservoir <br />Design work is nearly complete for OWASA's Cana Creek recreation <br />area. We hope to open the sit@ this Fall with facilities that <br />will be modest and low key - similar to those at University Lake. <br />We'll have a concession and dock area for small boat rental, as <br />well as picnic and restroom facilities. The Stanford House is <br />not undergoing improvement at this time, but may be available for <br />public use on a limited basis. The Board of Directors has <br />Instructed staff to investigate possible future modifications <br />that might allow its use for natural history exhibits or small <br />meetings, <br />We're continuing to install a minimum amount of security fencing <br />An Equal Opportunity Employer <br />
