BACKGROUND: The present Transportation Advisory Board bylaws, adopted by the County Commissioners in 1987,'reflect a limited board membership originally involved with the transportation program. Since that time, the C.A.T. (Coordinated Agency Transportation) Program has grown dramatically in serving more community agencies. Thus, the bylaws need revision to reflect changes in the program. The Orange County Transportation Development Plan Update (TDP - approved January 22, 1991) recommended revising the Transportation bylaws to involve more community agencies in the monitoring of the four year transportation plan. On October 31, 1991, the Transportation Advisory Board recommended the following: (1) to change the board name from Human Services Transportation to Transportation, reflecting the board's concern with public transportation issues, (2) to expand its membership (from 9 to 21) to include more C.A.T. agencies, (3) to reduce the number of official meetings from monthly to quarterly, and (4) to specify the board secretary as the Department on Aging Director or another County Manager appointee. RECOMMENDATION W : Manager recommends approval of revised bylaws.
