e MEMORANDUM Page 3 March 9, 1992 3.7 In the absence of your adopting these goals, we will find it more difficult to take advantage of funding opportunities that come during the course of the year, which can not wait for your next retreat in December. 4. We want to cooperate with county -wide policies and processes for planning and budgeting. 4.1 Therefore, we passed up an opportunity to apply for an infant mortality grant because the Manager did not recommend it. 4.2 He felt that the other infant mortality reduction strategies, which he supported, should be given a chance to work before we adopted any additional ones. 4.3 He also pointed out that the Commissioners had received a previous community diagnosis but had not adopted any of its priorities as goals. 4.4 Finally, he offered to pass on the application to the Commissioners without his recommendation, but we decided not to pursue it without his support. 4.5 We understand and applaud his firmness in being guided by goals and objectives which you have collectively agreed upon. 4.6 This is all the more reason for us to ask you to consider our priorities as your goals during the course of the year. 5. We expect significant increases in Medicaid fee revenue and State contracts. 5.1 The consolidated contract between the County and the State binds us to an agreement that these funds will be used to expand the services in programs from which they were generated and will not be used to offset County allocations. 5.2 We would like to use these funds to expand services which will mitigate our high priority problems. 5.3 Your adopting our priorities as goals are needed in order for us to comply with your budget guidelines that no new positions will be considered unless the position advances one of the Commissioners' goals.
