e <br />MEMORANDUM <br />Page 3 <br />March 9, 1992 <br />3.7 In the absence of your adopting these goals, we will <br />find it more difficult to take advantage of funding <br />opportunities that come during the course of the year, <br />which can not wait for your next retreat in December. <br />4. We want to cooperate with county -wide policies and processes <br />for planning and budgeting. <br />4.1 Therefore, we passed up an opportunity to apply for an <br />infant mortality grant because the Manager did not <br />recommend it. <br />4.2 He felt that the other infant mortality reduction <br />strategies, which he supported, should be given a <br />chance to work before we adopted any additional ones. <br />4.3 He also pointed out that the Commissioners had received <br />a previous community diagnosis but had not adopted any <br />of its priorities as goals. <br />4.4 Finally, he offered to pass on the application to the <br />Commissioners without his recommendation, but we <br />decided not to pursue it without his support. <br />4.5 We understand and applaud his firmness in being guided <br />by goals and objectives which you have collectively <br />agreed upon. <br />4.6 This is all the more reason for us to ask you to <br />consider our priorities as your goals during the course <br />of the year. <br />5. We expect significant increases in Medicaid fee revenue and <br />State contracts. <br />5.1 The consolidated contract between the County and the <br />State binds us to an agreement that these funds will be <br />used to expand the services in programs from which they <br />were generated and will not be used to offset County <br />allocations. <br />5.2 We would like to use these funds to expand services <br />which will mitigate our high priority problems. <br />5.3 Your adopting our priorities as goals are needed in <br />order for us to comply with your budget guidelines that <br />no new positions will be considered unless the position <br />advances one of the Commissioners' goals. <br />
