MEMORANDUM <br />Page 2 <br />March 9, 1992 <br />2.6 We call on you to review the Health Department proposal <br />in March and would be willing to have a joint board <br />meeting if it would facilitate moving forward. <br />3. The Commissioners' Goals package seems to focus on new <br />initiatives and inter - departmental collaboration, both of <br />which are worthy aims. <br />3.1 However, the Health Department did not receive its <br />community health needs assessment data from the state <br />in time to prepare its Community Diagnosis for the <br />Board of Commissioners' retreat in December. <br />3.2 This process examines a variety of health indicators <br />for different population groups within Orange County in <br />comparison to their counterparts for the state as a <br />whole. It ranks these problems taking into <br />consideration the number of people affected by the <br />problem, the seriousness of the problem, and the <br />ability of available interventions to improve the <br />problems. <br />3.3 The following priorities were approved by the Board of <br />Health at its meeting of February 27, 1992: <br />1. Poor pregnancy outcome <br />2. High number of unplanned or unwanted pregnancies <br />3. Disparity between whites and non - whites in a <br />variety of health indicators <br />4. Increasing number of communicable diseases <br />including AIDS cases <br />5. Increasing use of alcohol and drugs which impacts a <br />multitude of health problems <br />3.4 We would be happy to share the data and the methodology <br />used to reach these priorities at a previously - <br />mentioned joint meeting. <br />3.5 We ask that you keep your goals package open to <br />considering new objectives that will arise from our <br />further consideration of these problems. <br />3.6 Many of these problems are not unique to Orange County <br />resulting in outside funding being made available both <br />from state and private sources. <br />
