MEMORANDUM
Page 2
March 9, 1992
2.6 We call on you to review the Health Department proposal
in March and would be willing to have a joint board
meeting if it would facilitate moving forward.
3. The Commissioners' Goals package seems to focus on new
initiatives and inter - departmental collaboration, both of
which are worthy aims.
3.1 However, the Health Department did not receive its
community health needs assessment data from the state
in time to prepare its Community Diagnosis for the
Board of Commissioners' retreat in December.
3.2 This process examines a variety of health indicators
for different population groups within Orange County in
comparison to their counterparts for the state as a
whole. It ranks these problems taking into
consideration the number of people affected by the
problem, the seriousness of the problem, and the
ability of available interventions to improve the
problems.
3.3 The following priorities were approved by the Board of
Health at its meeting of February 27, 1992:
1. Poor pregnancy outcome
2. High number of unplanned or unwanted pregnancies
3. Disparity between whites and non - whites in a
variety of health indicators
4. Increasing number of communicable diseases
including AIDS cases
5. Increasing use of alcohol and drugs which impacts a
multitude of health problems
3.4 We would be happy to share the data and the methodology
used to reach these priorities at a previously -
mentioned joint meeting.
3.5 We ask that you keep your goals package open to
considering new objectives that will arise from our
further consideration of these problems.
3.6 Many of these problems are not unique to Orange County
resulting in outside funding being made available both
from state and private sources.
