3'- 9 - i'2 <br />STATEMENT FOR PUBLIC HEARING OF THE ORANGE COUNTY BOARD OF <br />COMMISSIONERS, March 9, 1992, at the County Courthouse in Hillsborough, <br />regarding BUDGET OBJECTIVES AND GOALS <br />The League of Women Voters of Chapel Hill and Carrboro thanks you for the <br />opportunity to speak at this public hearing. <br />The League of Women Voters supports stringent controls to protect the <br />quality and quantity of water resources, including protection of watersheds <br />for surface supplies and of recharge areas for ground water. <br />1. We support the implementation of state mandated classifications and <br />standards for watersheds. In particular, we endorse the highest possible <br />classification of University Lake and Cane Creek watersheds. It is important <br />that the presently strong University Lake protection not be weakened by <br />future local actions. <br />2. We support regulation of wastewater discharges and limitation of <br />development densities. The creation of impervious surfaces such as <br />rooftops, parking lots and roads causes stormwater runoff that delivers <br />pollutants that can result in serious impact on water quality. <br />The League urges citizens to be a part of strong local action in helping <br />develop watershed protection ordinances for the health and quality of life <br />for everyone.
