Insko <br />Dr. Don Willhoit <br />The League of Women Voters of North Carolina asks the Orange <br />County Commissioners to continue to support their strong Watershed <br />Protection Ordinance and recommends that they establish a Water <br />Resources Study Committee made up of representative citizens. <br />We support your three Water Resources Protection and Development <br />Goals but please enlarge on your Watershed Protection Goal - -to <br />implement state - mandated watershed protection standards and classi- <br />fications-- by stating that you support the strong Watershed <br />Ordinance that you have in place for University Lake and OWASA <br />Water. The study done for OWASA supports this. The POSITION <br />of The League of Women Voters of North Carolina is PREVENTION <br />OF POLLUTION,therefore it is for stringent controls that protect <br />the quality of current and potential drinking water supplies, <br />including protection of watershed surface supplies and recharge <br />areas for groundwater. Are you willing to set a goal of "no <br />de radation of the quality of drinking water supplies"? <br />It is important to have citizen participation in a Long Range <br />Study Committee on the Quantity and Quality of Water Resources <br />as it relates to both surface and groundwater supplies. This <br />will give the public an opportunity to understand the problems <br />as you commissioners continue to analyze the environmental impact <br />of growth and development on the resources of Orange County. <br />It will also develop for you a background of material for an <br />intergrated approach of understanding the impacts of various <br />activities on water quality for both groundwater and surface <br />water. <br />The information from the Water Resources Quantity and Quality <br />Study Committee is needed as you work toward the Goal on Optional <br />Wastewater Treatment System, the Goal of Expansion of Efland <br />Sewer System and the Goal of Water and Sewer Services <br />Expansion. If you have developed a plan of Overall Water Use <br />and Protection for Surface and Groundwater you will have a long - <br />range plan in place when you are trying to assess environmental <br />impact of various land uses and development. This will help <br />you prevent problems instead of mitigating problems.
