2._.} <br />NAME OF ORGANIZATION Orange County Water Resources <br />Committee <br />Recommended Charge to Committee: <br />To investigate the ground and surface water situation in <br />Orange County in terms of both resource quantity and quality <br />for the purpose of developing a County water resource plan <br />which will provide to the Board of County Commissioners a <br />series of recommendations and priorities for an in -depth <br />water resource study and planning process. <br />In a series of meetings, the committee will be responsible <br />for conducting its investigation.and making recommendations <br />by: <br />1) gathering available information on existing ground water <br />and surface water resources and resource management <br />programs <br />2) assessing the effect of existing water protection-and <br />management programs and existing land uses on ground and <br />surface water resources with particular emphasis on <br />whether the resources are being adequately.protected <br />3) identifying problems and opportunities which the County <br />should address, with particular emphasis on groundwater <br />quality and quantity. <br />4) prioritizing issues by identifying problems which are in <br />most critical need of attention <br />5) developing specific goals and objectives which represent <br />the end results the County wants to achieve in terms of <br />Protection of ground and surface water quality and <br />quantity <br />6) developing a plan of action outlining specific steps for <br />solving perceived problems and for taking advantage of <br />opportunities to meet goals and objectives, and indicate <br />how the action plan would be factored into the long term <br />planning process <br />7. Presenting a status report to the BOCC with committee <br />findings and a recommended implementation program which <br />identifies responsibilities and costs for putting a water <br />resource plan into effect <br />
