2 <br />Most County human services programs are coordinated through <br />the Human Services Management Team. Administering the Home <br />and Community Care Block Grant under the team concept would <br />promote greater coordination of senior citizen programs. <br />The State also requires County Commissioners to establish and <br />appoint members to a County Block Grant Advisory Committee. <br />The Directors and representatives from the Aging Board agreed <br />the County Block Grant Advisory Committee should be composed <br />of the following nine members: one representative from Aging <br />Advisory Board, Social Services Board, Board of Health and <br />JOCCA Board; Directors of Aging, Social Services, Health, <br />JOCCA and Assistant County Manager. David Moser, Director of <br />Aging, Triangle J Council of Governments, should serve as ex- <br />officio member. The County Block Grant Advisory Committee <br />would be responsible for developing and recommending an annual <br />Block Grant Funding'Plan to the Board of Commissioners. <br />RECOMMENDATION W : The Manager recommends the designation of a lead <br />agency team to be responsible for the planning and <br />coordination of the Home and Community Care Block <br />Grant. The Manager also recommends approval of the <br />composition jor the County Block Grant Advisory <br />Committee. <br />
