The Block Grant will not create new <br />funding streams. The,Block Grant will combine existing <br />funding and future funds appropriated to County Departments <br />for Older Adults. State funds are appropriated to the <br />Department on Aging, Department of Social Services and Joint <br />Orange Chatham Community Action Agency (JOCCA). The Block <br />Grant gives County Commissioners maximum discretion in <br />deciding how aging funds will be administered and budgeted in <br />the County. Boards of County Commissioners will define the <br />services to be provided, determine funding levels for <br />services, and identify the community service providers to be <br />involved in providing Home and Community Care Block Grant <br />Services. Boards of Commissioners are required to designate <br />an agency or office with lead responsibility for planning and <br />coordinating the Block Grant Funding Plan. <br />Since the beginning of the calendar year, several meetings <br />were held with the County Directors of Aging, Social Services <br />and JOCCA Executive Director to determine the most appropriate <br />agency or department that should serve as "lead agency" for <br />the block grant. After discussions with the Directors, and <br />members of the County Department on Aging Advisory Board it <br />was agreed the County's Block grant should be administered by <br />a "lead agency team" with the County Manager's Office serving <br />as the team leader. This designation would be consistent with <br />the County's current approach to providing human services. <br />
