aa• ^ca!! 0. p•a3er
a•esiaert
January 13, 1992
Honorable Moses Carey, Jr.
Chairman
Orange County Board of Commissioners
Post Office Box 8181
Hillsborough, North Carolina 27278
Dear Chairman Carey:
ww•
i i i r
Arlencar T e!ev,sc7
919 82, --v-,21c
As Carolina Cable has already informed you, in order to complete the acquisition
of Carolina Cable's cable television system by ATC, the parties need the County's
assistance in avoiding a potential difficulty with the rules and regulations of the
Copyright Office. Under the Copyright Office's proposed rules, it plans to treat
"contiguous" cable systems under common ownership and control as a single unified
cable system for copyright purposes. Because ATC currently operates a cable system in
Alamance County, there is a danger that the Orange County system could be viewed as
" contiguous" with the Alamance County system. In order to avoid such a possibility, the
parties respectfully request that Orange County modify Carolina Cable's franchise for
Orange County to create a "buffer zone" between the two franchise areas.
We have enclosed proposed ordinances, maps and descriptions that we believe
could accomplish the parties objectives without any loss of cable television service (now
or in the future) by any residents of Orange County. We ask that you favorably
consider this request and look forward to explaining the benefits and improvements that
we plan to bring to the citizens of Orange County.
Sincerely,
Randall O. Fr r
Enclosure
cc: Geoffrey E. Gledhill, Esquire
Mr. Albert Kittrell
c..v can; encerterme a ,. 'cr~a::ec = e.cs
