OPC <br />.:.:.... . .. . <br />spends less today on <br />administrative overhead than at any time in the recent past (see above schedule). <br />We have made significant cuts in operating expenses, and staff have worked very <br />hard to increase revenues from insurance and fees (see attached schedule). <br />Additionally, staff have worked hard to refocus counseling efforts on short term <br />and group therapy so as to serve more people effectively within a fixed amount <br />of resources. <br />Looking Toward The Future <br />OPC has initiated a new planning process which attempts to integrate the state <br />level mental health plans promulgated by the Mental Health Study Commission <br />with local needs and priorities. OPC conducted open forums throughout the <br />region to receive comments from the public, allied agencies, and consumers of our <br />services concerning our future plans. As OPC's Area Board carries out its <br />statutory mandate to organize services on behalf of local citizens, the Board will <br />need this input as well as improved data in order to make the difficult decisions <br />required of an environment in which needs are high and resources scarce. <br />OPC's staff has responded with remarkable creativity and adaptability during this <br />past difficult year. The OPC Mental Health Center is however a system currently <br />under significant stress. As we move out of the recession, resources will become <br />available to allow us to address the significant unmet needs of our client <br />populations. <br />
