15 <br />act by petition: (1) a public authority; (2) at least five <br />(5) residents of the County regarding any renter- occupied <br />dwelling. The following may act by petition or complaint <br />provided that the person making the complaint identifies <br />himself or herself to the Public Officer: any one (1) <br />occupant of the dwelling unit which is renter - occupied <br />regarding that dwelling unit. <br />ARTICLE XIII - INSPECTION: DUTY OF OWNERS AND OCCUPANTS. <br />The owner and occupant of every dwelling, dwelling unit, rooming <br />house and rooming unit, shall give the Public Officer free <br />access to inspect for compliance with the " Minimum Housing <br />Code ". <br />ARTICLE XIV - PROCEDURE FOR ENFORCEMENT. <br />14.1 NOTICE OF COMPLAINT <br />Upon observing the existence of a violation of any provisions of <br />this ordinance, the public officer shall issue and cause to be <br />served upon the responsible owner or occupant a complaint <br />stating: <br />(a) The date of the inspection; <br />(b) The address where the violation was found; <br />(c) A description and the location of each violation observed <br />by the Public Officer; . <br />(d) The name, telephone number and signature of the Public <br />Officer responsible for the inspection; <br />(e) To the person responsible for the violation that a hearing <br />will be held before the Public Officer to allow for a <br />response to said complaint and receipt other related <br />evidence. Furthermore, that the rules of evidence <br />prevailing in the courts of this State will not be <br />controlling in hearings before the Public Officer; <br />(f) The specific location, date and time of the hearing before <br />the Public Officer (This hearing must be held not less than <br />ten (10) days nor more thirty (30) days after serving the <br />complaint.); <br />14.2 EVALUATION OF COMPLIANCE. <br />After notice and hearing as prescribed in Section 13.1, the <br />Public Officer shall take into consideration all relevant <br />information and make a written finding as to state of compliance <br />and: <br />
