15 act by petition: (1) a public authority; (2) at least five (5) residents of the County regarding any renter- occupied dwelling. The following may act by petition or complaint provided that the person making the complaint identifies himself or herself to the Public Officer: any one (1) occupant of the dwelling unit which is renter - occupied regarding that dwelling unit. ARTICLE XIII - INSPECTION: DUTY OF OWNERS AND OCCUPANTS. The owner and occupant of every dwelling, dwelling unit, rooming house and rooming unit, shall give the Public Officer free access to inspect for compliance with the " Minimum Housing Code ". ARTICLE XIV - PROCEDURE FOR ENFORCEMENT. 14.1 NOTICE OF COMPLAINT Upon observing the existence of a violation of any provisions of this ordinance, the public officer shall issue and cause to be served upon the responsible owner or occupant a complaint stating: (a) The date of the inspection; (b) The address where the violation was found; (c) A description and the location of each violation observed by the Public Officer; . (d) The name, telephone number and signature of the Public Officer responsible for the inspection; (e) To the person responsible for the violation that a hearing will be held before the Public Officer to allow for a response to said complaint and receipt other related evidence. Furthermore, that the rules of evidence prevailing in the courts of this State will not be controlling in hearings before the Public Officer; (f) The specific location, date and time of the hearing before the Public Officer (This hearing must be held not less than ten (10) days nor more thirty (30) days after serving the complaint.); 14.2 EVALUATION OF COMPLIANCE.
