023 <br />MINIMUM HOUSING CODE <br />ARTICLE 1 - GENERAL PROVISIONS <br />1.1 LONG TITLE AND AUTHORITY. <br />An ordinance establishing minimum housing standards for <br />dwellings within the designated areas of Orange County and <br />providing for the administration, enforcement pursuant to G.S. <br />153A -121, 153A -122, 153A -123, 153A -351 and 160a -441 et seq. <br />(Article 19, Part 6. Minimum Housing Standards). <br />1.2 !SHORT TITLE. <br />This ordinance may be known and cited as the "Minimum Housing <br />Code " for Orange County. <br />1.3 FINDINGS. <br />It is hereby declared that there exists in Orange County <br />dwellings that are unfit for human habitation due to <br />dilapidation, defects increasing the hazards of fire, accidents <br />or other calamities, lack of ventilation, light or sanitary <br />facilities or other conditions. Hence, these conditions render <br />dwellings unsafe or unsanitary, or detrimental to the health, <br />safety, morals or otherwise harmful to the welfare of the <br />residents. <br />1.3 PURPOSE. <br />The purpose of this Minimum Housing Code is to protect the <br />health, safety and welfare of the people of Orange County by <br />establishing minimum housing standards for dwellings to provide <br />for the elimination of overcrowding, to provide for the <br />enforce nt of sanitary conditions in and around structures used <br />for husian habitation, to determine the responsibilities of <br />owners and occupants of dwelling and to provide for the <br />administration and enforcement of this code. <br />1.4 APPLICABILITY. <br />The provisions of Minimum Housing Code shall apply to any person <br />owning, occupying, managing or controlling any dwelling within <br />the jurisdiction of Orange County unless otherwise ordained by <br />the Orange County Board of Commissioners and pursuant to G.S. <br />160A -441. <br />
