2 <br />minimum housing code represents one means of <br />addressing this shift. <br />Since its adoption, the ordinance provisions have been <br />administered and enforced by the Housing /Community <br />Development Department of Orange County. However, it <br />is proposed that this responsibility be transferred to <br />Orange County Planning and Inspections Department <br />since G.S. 153A -351.1 requires that inspections be <br />conducted by certified code enforcement officers. The <br />Inspections Division, under the direction of the Code <br />Enforcement Supervisor, has four code enforcement <br />officers cross trained and certified by the N.C. Code <br />Qualifications Board in building, electrical, <br />plumbing, mechanical, and fire inspections. <br />The original ordinance text has also be reformatted <br />for further clarification of code provisions. <br />Specific amendments were made to simplify <br />interpretation and also to comply with N.C. State <br />Building Codes and Regulations. <br />It should also be noted that the provisions of the <br />ordinance have been expanded to include all dwellings <br />within the County, not just rental units. Provisions <br />in Article XVIII allow for the continued use of a <br />dwelling existing on the date of ordinance adoption <br />provided that it does not represent a threat to the <br />general safety and welfare of the occupant or public. <br />All amendment proposals are highlighted in boldface <br />type on the attached ordinance. <br />RECOMMENDATION: The Planning and Inspections Staff recommends approval <br />of the proposed amendments to the Minimum Housing <br />Code. <br />A Planning Board recommendation is not required. The <br />Board of Commissioners may consider the amendments for <br />decision at its March 17, 1992 meeting. <br />
