APPROVED 319192 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />QUARTERLY PIIBLIC HEARING <br />FEBRUARY 24, 19 9 2 <br />The Orange County Board of Commissioners met in regular session <br />on Monday, February 24, 1992 at 7:30 p.m. in Superior Courtroom, New <br />County Courthouse, Hillsborough, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Moses Carey, Jr., and <br />Commissioners Alice M. Gordon, Stephen H. Halkiotis, Verla C. Insko and <br />Don Willhoit. <br />PLANNING BOARD MEMBERS PRESENT: Carol Cantrell, Bill Waddell, <br />Virgina Boland, Jean Hamilton, Betty Eidenier, Paul Hoecke, Joan Jobsis, <br />D. Kent Scott, Larry Reid, and Jim Gray, <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill <br />STAFF PRESENT: County Manager John M. Link, Jr., Clerk to the <br />Board Beverly A. OPENING REMARKS FROM THE CHAIRMAN <br />Chairman Carey introduced the new Planning Board Chair and <br />thanked Betty Eidenier for her dedicated service as Chair. <br />B. PUBLIC CHARGE <br />Chairman Carey dispensed with the reading of the Public Charge. <br />C. PUBLIC HEARING ITEMS <br />1. PROPOSED VOLUNTARY FARMLAND PRESERVATION ORDINANCE <br />This item was presented by Planning Director Marvin Collins for <br />the purpose of receiving citizen comment. Since 1990 the Agricultural <br />Districts Advisory Board has been working on an ordinance to formalize <br />its existence and develop procedures for establishing voluntary <br />agricultural districts. The proposed ordinance is based on enabling <br />legislation contained in Article 61 of the N.C. General Statutes. The <br />proposed ordinance would formally establish an Agricultural Districts <br />Advisory Board comprised initially of seven (7) members and would have <br />the following powers and duties. <br />Review and comment on applications for qualifying farmland <br />certification and designation of voluntary agricultural <br />districts. <br />Hold joint public hearings with the Board of Commissioners on <br />public projects likely to have an impact on agricultural <br />operations within Orange County; and <br />Study additional methods of farmland preservation and make <br />
