Explanatory <br />comments are rovided in Rlain t e. <br />Section I - ENACTMENT <br />Pursuant to the authority conferred by the Farmland Preservation <br />Enabling Act, Article 61 of Chapter 106 of the North Carolina General <br />Statutes, G.B. section 106 -735 et seq., and for the purpose of promoting <br />the health, safety, morals, and general welfare of the county, the Board <br />of commissioners of orange County, North Carolina, hereby adopts this <br />ordinance, which shall be known as the voluntary Farmland Preservation <br />Program Ordinance of Orange County, North Carolina. <br />(Article 61 of Chapter 106 of the N.C. General Statutes was enacted <br />by the N.C. General Assembly in 1985. The legislation enables counties <br />to establish farmland preservation programs which are carried out in <br />accordance with the provisions of that Article.] <br />Section I1 - PURPOSE <br />The purpose of this ordinance is to encourage the voluntary <br />preservation and protection of farmland from non -farm development, <br />recognizing the importance of agriculture to the economic and cultural <br />life of the county. <br />(There is no requirement that any farm owner participate in the <br />program. The intent of this ordinance is to establish a program through <br />which farm owners voluntarily preserve and protect farmland from <br />development.] <br />Section III - DEFINITIONS <br />For the purposes of this ordinance, the following terms shall have <br />the following definitions: <br />Board: Orange County Agricultural Districts Advisory Board <br />Chairman: Chairman of the orange county Agricultural Districts <br />Ldvisory Board <br />District: Voluntary Agricultural District <br />section IV - AGRICULTURAL DISTRICTS ADVISORY BOARD <br />A. CREATION <br />An Orange County Agricultural Districts Advisory Board, consisting <br />of seven (7) initial members appointed by the Board of County <br />Commissioners, is' hereby established. Additional appointments may <br />be made to satisfy the requirements of Section IV.B.i.b.of this <br />
